Can anyone use my wireless internet services besides me when I am or am not using it?
If so is there anything I need to to to prevent that from happening and/or possibly putting my laptop or services at risk of any harm?
Yes someone can if your network is not password protected. I recommend you add a password to your network so no one else will able to log on besides you.

Yes and no. Older routers? Yes. My neighbor was using mine and one day my router crapped out. I got a new one. One with password protection. Now he cannot steal my internet. References :
If you have a wireless internet connection in your home you can add a security code to it to keep others from using your Wifi.
However, if you don’t and others do use your Wifi it isn’t hurting anything.
They are just getting free internet. No biggie. References :
my bf is a networking admin and yes if you have wireless, others can connect to your network…the only way to prevent this is to have a password on your router. contact your internet provider and im sure they can answer any other questions
yes they can. unless you lock your router down to use only the mac addresses that coincide with each computer. that is the only true way to block people. all the time i hear about people being hacked and it amazes me that with this little step regardless if the network says its secure its not and can be hacked into. i have found with my 13 years of computer tech exp the best and safest way is to block everything and add the mac address for each machine you want on the net. Yes, they can. For the most part you want to use a secure protocol within the wireless router you have. They really can’t damage anything but they can steal your service/bandwidth.
It all depends if you have security enabled. Without security an "open network", anyone in range can access it whether you are on or not. If you enable security only you or someone you give your password to can access the wireless network. I highly recommend you use security, both for safety and bandwidth. References : Tech

No-one can use your "services." They can piggy back of your wireless signal.
There are some risks. However, if you have a firewall, a virus scan, and a adware scan, you should be fine.
You can encrypt the signal on your wireless router, making people need a password to share your signal.
